Can I buy a house in the Netherlands as a foreigner?

Yes, there is no nationality requirement to buy a house or apartment in the Netherlands, so foreigners, expats and labour migrants can all become homeowners. What matters for a mortgage is your income, your contract type and your residency status, which differ between EU and non-EU buyers and from one lender to another. Owning property here is open to non-residents too, although financing conditions are stricter.
